The Dual Eligible Initiative - Double the Benefit or Double the Trouble?

In 2013, hundreds of thousands of low-income seniors and persons with disabilities in Los Angeles County who are eligible for both Medicare and Medi-Cal will be transitioned into the Dual Eligibles Coordinated Care Demonstration, which will coordinate coverage and access to care under both programs. The Demonstration represents a significant effort by the federal and state governments to integrate the Medicare and Medicaid programs in ways that have the potential to improve coordination of patient care, and which may result in savings to both programs. However, many healthcare providers and others have concerns about how the Demonstration may impact patient quality of care, utilization of providers, and provider compensation.

This program brings together distinguished speakers involved in the implementation of the Demonstration, including representatives from the Department of Health Care Services, managed care, and providers that will contract to provide care to the dual eligible population. Our speakers will educate attendees regarding changes that will occur under the Demonstration and will identify key issues for providers that serve the dual eligible population. A roundtable discussion will identify and discuss key implementation challenges.
